Commercial general contractor in St. Petersburg, FL
FINREIT LLC is a Florida Certified General Contractor (CGC1533570) serving St. Petersburg and Pinellas County from our Tampa base. We build ground-up commercial buildings, retail and restaurant tenant build-outs, and renovations, including work in occupied buildings, with our own crews on steel, framing, concrete, storefronts, and glazing.
What does FINREIT build in St. Petersburg?
Pinellas County is largely built out, so much of the commercial work in St. Petersburg is renovation, re-tenanting, and redevelopment of existing sites, alongside new buildings where land allows. We handle:
- Retail, restaurant, and office build-outs in new and second-generation spaces.
- Renovations of occupied buildings, phased around tenants and customers.
- Ground-up commercial buildings and shells.
- Storefront and glazing packages, including impact-rated systems.

Who issues building permits in St. Petersburg and Pinellas County?
Inside city limits, the City of St. Petersburg reviews plans and issues building permits. Unincorporated Pinellas County is handled by the county's building department, and other Pinellas cities either run their own building department or use the county's services. We confirm the jurisdiction for your parcel before design is final.
Commercial permits generally need sealed drawings reviewed against the Florida Building Code, along with zoning and fire review, and inspections at each stage of the work before a certificate of occupancy or completion.
How do flood rules affect commercial renovations in St. Petersburg?
Large parts of St. Petersburg sit in FEMA special flood hazard areas. For an existing building in one of those areas, if the cost of improvements or repairs reaches 50 percent of the building's market value, the work counts as a substantial improvement and the whole building must meet current flood requirements, which can mean elevating or floodproofing. New commercial buildings in flood zones must meet elevation or floodproofing requirements from the start.
Check the flood zone and the building's value before you set a scope and budget. We review this during preconstruction so it does not surface at permit review.

What is the 50 percent rule for buildings in a flood zone?
